Published yesterday, 15 January 2024, In the OJ the Ministerial Decree for the reform of AIFA, which will enter into force on 30 January 2024.
The Ministerial Decree concerning the reform of AIFA and the establishment of the Scientific Economic Commission (CSE) was signed on 8 January by the Minister of Health (Orazio Schillaci), the Minister of Public Administration (Paolo Zangrillo) and the Minister of Economy and Finance (Giancarlo Giorgetti).
The final version has undergone changes compared to the one presented at the State-Regions Conference in October 2023following requests from the CSR and some comments from the Council of State.
I main changes made since the last version are the following:
- ART. 5 It is envisaged that the President will be appointed by decree of the Minister of Health in agreement with the Permanent Conference for Relations between the State, the Regions and the Autonomous Provinces of Trento and Bolzano ➡️ In the previous version, 'after hearing the CSR' was indicated.
- ART. 6 Peremptory character of theexclusivity of assignment of the President with respect to other professional activities ➡️ nn the previous version it was stated: 'Unless the decree of appointment provides otherwise, the office of President is exclusive...'.
- ART. 9 It is expected that the appointment of Administrative Director is conferred by decree of the Minister of Health After consulting the Permanent Conference for Relations between the State, the Regions and the Autonomous Provinces of Trento and Bolzano ➡️ nn the previous version, the CSR was not indicated.
- ART. 10 provides that the appointment of Technical Scientific Director is conferred by decree of the Minister of Health After consulting the Permanent Conference for Relations between the State, the Regions and the Autonomous Provinces of Trento and Bolzano ➡️ In the previous version, the CSR was not indicated.
- ART. 14 It is envisaged that the general-level management structures are divided into 6 non-general-level management areas and into 43 Executive Offices of non-general management level ➡️ 38 offices were indicated in the previous version.
- ART. 15 It is envisaged that the Scientific and Economic Medicine Commission will be appointed by decree of the Minister of Health and will be composed of 10 members, of whom three members appointed by the State-Regions Conference ➡️ nn the previous version, the CSR appointed only 1 non-executive member.
